Personal care services refer to non-medical assistance with day-to-day living tasks. These services are designed to help people maintain their independence and stay safe at home.
Here’s what’s typically included:
- Acquisition, Maintenance, and Enhancement of Skills (AME) - New task defined as the functional skills training necessary for you to accomplish Activities of Daily Living (ADLs) and Instrumental Activities of Daily Living (IADLs).
- For example, teaching a client how to safely brush their own teeth or prepare a simple meal
- Eating/Feeding
- Bathing, including washing, shampooing
- Grooming
- Shaving with an electric or safety razor
- Combing and styling hair
- Filing and soaking nails
- Basic oral hygiene and denture care
- Preventative skin care when skin is unbroken
- Respiratory Assistance

Medicaid & IHSS Coverage for Personal Care in Colorado
Many families don’t realize that Medicaid covers personal care services in Colorado, provided the member meets the institutional level of care. These services are available through:
Community First Choice (CFC) / IHSS (In-Home Support Services)
Certain HCBS (Home and Community-Based Services) waivers.

Yes. Under CFC, family members can become paid caregivers through IHSS.
On July 1, 2025, personal care services moved from certain HCBS waivers to CFC. Current waiver members can access the above CFC services and any other needed services through their waiver until their next Continued Stay Review (CSR) during the transition year from July 1, 2025, through June 30, 2026. At their next CSR, members can begin receiving the above services through CFC and any remaining needed services through their waiver, as long as they remain eligible and continue to utilize at least one waiver service per month.
Colorado residents who qualify for Medicaid, meet an institutional level of care, and need help with daily activities may be eligible.
Personal care involves direct help with physical tasks like bathing or mobility. Homemaker services include household tasks like laundry, cleaning or cooking. Many families receive both through IHSS.
